Plan fee per client as you grow
The plan fee is fixed, so what each client costs you in platform fees falls as you add clients. Usage (about $23.08 per client at typical volumes) comes on top, and on Unlimited and Agency Pro you can bill it back.

What Agency Pro adds over Unlimited
According to the official pricing page, Agency Pro includes everything in Unlimited, plus:
- SaaS mode: sell HighLevel to clients as your own software product
- Automated sub-account creation: a client who buys on your site gets an account without manual setup
- Rebill phone & email with markup: Unlimited can only pass usage on at cost
- User/agent reporting
- Advanced API access (Unlimited has basic API access)
The AI pricing page adds one more: Agencies must be on the $497/month plan to rebill AI Employee usage.

When Agency Pro's extra fee is covered
If you don't need SaaS mode, the case for Agency Pro rests on the markup. It is the only plan that lets you charge clients more than HighLevel charges you for phone and email usage. The markup needed to cover the $200.00 difference depends on how much usage you bill back:

Typical usage: 500 SMS segments, 5,000 emails, 60 outbound and 60 inbound call minutes, one local number and one A2P campaign per client per month.

When you need Agency Pro regardless
- You want SaaS mode, either to sell HighLevel under your own brand or to create sub-accounts automatically from checkout. No other self-serve plan has it.
- You need advanced API access for your own integrations, or you want to rebill AI Employee usage.

Both have unlimited sub-accounts. Agency Pro adds SaaS mode, automated sub-account creation, rebilling with markup, user/agent reporting and advanced API access, for $200 more a month.
Can I upgrade from Unlimited to Agency Pro later?
Yes. The pricing page says: You can upgrade from Starter to Unlimited (or Pro) as you sign more clients. If you upgrade mid-month, you will only be charged the prorated difference. You can also downgrade if your needs change.

Can I mark up SMS and calls to my clients?
Only on Agency Pro ("Rebill Phone & Email with Markup"). Unlimited rebills at cost, Starter can't rebill. The pricing page doesn't state a maximum markup.
Can I rebill AI Employee to clients?
Only on Agency Pro. The AI pricing page says: Agencies must be on the $497/month plan to rebill AI Employee usage.
